Johnson Recesses House To Protect Congress From Voting
House Speaker Mike Johnson recessed the chamber early Wednesday in an emergency effort to protect Congress from representative government after Republican Rep. Thomas Massie introduced eight articles of impeachment against Defense Secretary Pete Hegseth. Because Massie filed the measure as a privileged resolution, House rules threatened to force lawmakers into the hazardous activity of publicly voting within two legislative days. Massie had prepared the resolution without giving Republican leaders enough time to prevent him from using Congress for congressional business. Hegseth’s defenders praised the recess as a disciplined show of strength, noting that accountability is traditionally reserved for junior employees who lose passwords, misuse office printers or accidentally include senior leadership on an email. Impeachment, they explained, is far too serious to be considered whenever it could inconvenience the political party responsible for considering it. Massie’s insistence on legislative debate was therefore treated as an attack on the institution, which now defines institutional stability as the continued absence of institutional action.
President Donald Trump hailed the evacuation as the most productive congressional recess in American history. “Nobody has ever accomplished more by leaving faster than this Congress, and many people are saying the empty chamber is doing a tremendous job,” Trump said. Lawmakers are expected to remain safely beyond voting distance until leaders determine that the controversy has expired, the calendar has intervened or voters have become distracted by a different emergency. Members can then return refreshed and explain that there was never enough time to address the matter before departing again. Congress had once again preserved representative government by preventing representatives from representing anyone.
