Immigration and Customs Enforcement has awarded a $16.7 million no-bid contract for 6,000 pairs of electric-shock gloves, converting American compassion from an abstract civic ideal into a feature officers can activate with a wrist switch. The Generated Low Output Voltage Emitter, manufactured by Kentucky-based Compliant Technologies, resembles an ordinary patrol glove until an officer selects electrical mode.
